Purpose: Issued by the Ministry of Finance under Sections 65(2) and 65(4) of the Financial Procedure and Fiscal Accountability Act, 2076, to build an invoice-taking culture, encourage recording of real transactions, and boost tax compliance by rewarding consumers who take invoices or pay electronically. Administered by the Inland Revenue Department (IRD).

1. Operation | Department runs the Program within the approved annual budget; may appoint an event organizer for operation and management. | |
2. Eligibility | Personal-use purchases above NPR 100 qualify; monthly window (1st to month-end); one gift ticket per invoice / electronic payment. Excluded: business-purpose invoices, government/public-body invoices, telephone/ internet/ electricity/transport/air-ticket invoices, and purchases from non-PAN sellers. No invoice may enter more than once. | |
3. Participation | Electronic payments are auto-included. Other eligible invoices must be entered in the System within the time window mentioned below with: invoice no., seller PAN, issue date, total amount, payment type, buyer name and mobile. Entries are auto-verified. | |
4. Winner Selection | Draws on the 1st and 16th of each month via automated system; one daily winner plus one fortnightly bumper winner. The 1st-day draw covers prior 16th to month-end; the 16th-day draw covers 1st to 15th. Dignitaries/media may be invited; winners notified by mobile and email. | |
5. Publication | Winner names published on the Department website and social media. | |
6. Gift Amount | Daily winner: NPR 133,334. Fortnightly bumper: NPR 1,000,000. Both subject to 25% TDS as windfall gain under Section 88Ka, Income Tax Act 2058. | |
7. Claiming | Claim within 15 days at the nearest IRO (in person or via representative) with: original invoice, ID copy, bank details, and PAN. Verified and paid within 10 days directly to the winner's bank account. False/forged documents are reported for legal action. Unclaimed amounts go to the PM Natural Disaster Relief Fund. | |
8. Publicity | Department must publicize the Program through its offices and other media. | |
9. Obstacles | Ministry may issue necessary decisions to remove any obstacle in implementation. | |
